One of the problems with the Seivert type burner is that they not only require aspirated air (that sucked in through the burner ports) but also need ambient air. If you point a burner into a bucket opening it'll go out because the exhaust gas doesn't contain sufficient oxygen to support the external air requirement. In your 140mm boiler the chamber pressure is forcing some of the exhaust back through the inlet opening and effectively extinguishing the flame. This effect is frequently experienced when soldering inside fire boxes. An acetylene torch, which requires no eternal air doesn't experience this limitation. Therefore you need to design a burner which aspirates its complete air requirements so that it can force combustion through the firebox back pressure.
