Also I would seriously question whether the up-to-temperature maintenance heat loss is actually the correct and only basis for setting the required capacity. Obviously if the boiler cannot meet at least the maintenance heat load you will never get up to temperature at all but if I look at the way my own boiler actually works it is only when the system starts up in the morning or in the afternoon after being off for a while that it works hard, even on freezing cold days once we are up to temperature a glance at the flue shows that it will be tripping along at reduced output. One of the great things about modern condensing boilers is that they do not just fire up ON or OFF they modulate up and down nicely on control and work efficiently at low output while they are doing it.
