To clarify if the boiler is switched on, i.e. if the pilot light was lit and the boiler clicks on it would normally light up, when lighting the pilot light the main boiler flame does come on. However, when ignighting the pilot light the instructions clearly state to make sure that the boiler is switched off, which is what I did when i was trying to relight it. When you do this only the pilot light does light. I have been told that even though this is the case the boiler is unsafe as it is not working as it should do.
