My grounds for objection are: 1) Public health concerns: I am concerned about the proposal to build a waste wood gasification plant in close proximity to existing and planned new housing. 1,200 new houses have been consented at Picket Piece, immediately to the south of Walworth Industrial Estate. Electricity generation from waste and biomass gasification is a high-risk technology. In the UK, no such plant has ever been operated successfully and without frequent emissions permit breaches and plant shut-downs. Air emissions peak during plant shut-downs and start-ups, including emissions of dioxins and furans. Technical problems requiring frequent shut-downs and start-ups therefore raise public health concerns. I note that Hurst, the company that has designed the boiler, state that it is particularly suitable for heating applications. Clearly, it was not designed to be used in a power plant. 2) Low efficiency: SiBOR do not commit to supplying any heat. They state that any pipes for heat export would need a new planning application. SiBOR do not provide any efficiency figures, but burning or gasifying 84,000 tonnes of waste wood for a 10 MWe power plant may translate into as little as 20% efficiency. I do not believe this to be compatible with the Hampshire Minerals and Waste Core Strategy. 3) The plant might divert waste wood from being recycled: Planning policy states that waste should not be used to generate energy when it could be recycled instead, i.e. used higher up the 'waste hierarchy'. SiBOR claim that their plant would divert waste wood away from landfill, but they provide no evidence that this will be the case. They do not show that there is enough waste wood in the region to be burned or gasified without diverting it away from recycling, such as for use in wood panel production.
